Isaac Asimov, a prolific science fiction writer, introduced the Three Laws of Robotics in his 1942 short story "Runaround," part of his "I, Robot" collection, which went on to become a 2004 movie of the same name. These laws have become a cornerstone in discussions about artificial intelligence and robotics ethics. For those in the Robot Standards world, they act like a baseline guide for our work in developing and publishing new standards for robotics.
While very simplistic, they can help in most modern-day robotics use cases. However, like with many technology issues, the edge cases will always get you. As more robots enter every aspect of our lives, from our professional to our personal, the ethical questions are getting louder every day.
So, are Asimov’s Laws still relevant in our world today? Let's dive into the history, benefits, drawbacks, and scholarly perspectives on Asimov's famous rules to see if we can answer them.
What Are The Three Laws
The Three Laws of Robotics were conceived to provide a framework for the ethical behavior of robots, ensuring they would not harm humans. Asimov's Three Laws are:
A robot may not injure a human being or, through inaction, allow a human being to come to harm.
A robot must obey the orders given it by human beings, except where such orders would conflict with the First Law.
A robot must protect its own existence as long as such protection does not conflict with the First or Second Law.
Asimov's inspiration for these laws was rooted in his desire to move away from the trope of robots turning against their creators, a common theme in earlier science fiction. Instead, he wanted to explore more nuanced interactions between humans and robots, which is very much happening today.
While other sci-fi writers were writing the early drafts of what would become the Terminator movies, Asimov was writing about worlds that are closer to our own now 80 years after he first introduced the Three Laws.
Pros of the Three Laws
Safety First
The First Law prioritizes human safety, ensuring that robots cannot harm humans, either actively or passively. This foundational rule is crucial in environments where robots and humans coexist.
In industrial settings, robots often perform tasks such as welding, assembly, and material handling. The First Law ensures that these robots have safety features such as emergency stop mechanisms, sensors to detect human presence, and programmed behaviors to avoid collisions. Asimov's First Law is the basis for standards such as ISO 10218 and ANSI/RIA R15.08.
For example, collaborative robots (cobots) are designed to work alongside human workers without posing a risk. They are equipped with force-limiting capabilities that halt operation when encountering unexpected resistance, preventing injury to nearby humans.
In healthcare, robots are used for various applications, from surgical assistance to patient care. The First Law ensures that these robots can operate safely around vulnerable patients. Surgical robots, for instance, are programmed to enhance precision and reduce the likelihood of human error, minimizing the risk of accidental harm during procedures. Additionally, robots used in eldercare are designed to assist with tasks like lifting patients or administering medication while ensuring the utmost safety. Clear Hierarchical Structure
The hierarchical nature of the laws ensures that the robots' actions are predictable and structured.
As stated earlier, human safety comes first and foremost. This means that in any situation where a robot's actions or inactions could harm a human, preventing that harm takes precedence. This foundational rule establishes a clear directive with which all other actions must align.
The Second Law requires robots to follow human orders, which is subordinate to the First Law. While robots are designed to assist and serve humans, they must not follow orders that would result in human harm. For example, if a human orders a robot to perform an action that could endanger another person, the robot must refuse to comply. This gets tricky and we will discuss how this is both a Pro, but growing Con for the Three Laws.
The Third Law prioritizes the robot's own existence and functionality but only to the extent that it does not conflict with the First and Second Laws. This ensures that robots maintain their operational capabilities and can continue to serve their intended purposes, provided that doing so does not compromise human safety or contradict human commands. Again, this can be seen by many as both a Pro and a Con.
Self-Preservation
The Third Law, while subordinated to the first two, ensures that robots maintain their functionality and integrity, which is essential for their sustained operation and usefulness.
Scholars and engineers emphasize the importance of robot redundancy and self-maintenance systems to align with the Third Law. These systems enable robots to detect and address issues proactively, enhancing their longevity and reliability. For instance, in aerospace engineering, drones and robotic spacecraft are equipped with multiple fail-safe mechanisms to ensure continuous operation in harsh environments.
In factories, robots are often used for repetitive and labor-intensive tasks such as welding, assembly, and material handling. The Third Law ensures that these robots have self-monitoring systems that detect wear and tear, perform self-maintenance, and alert human supervisors when intervention is needed. Cons of the Three Laws
Ambiguity in Interpretation
Asimov’s laws are subject to interpretation, and situations may arise where the laws conflict. For example, what constitutes "harm" can vary greatly, and robots may struggle to evaluate complex human conditions or emotional states. This ambiguity presents significant challenges in implementing the Three Laws in real-world scenarios, where the nuances of human behavior and ethical dilemmas are far more complex than straightforward programming directives.
"Harm" is a broad and multifaceted concept that can be difficult to define and quantify. Physical harm is relatively straightforward to identify, but emotional, psychological, and social harms are more complex. For instance:
Emotional Harm: If a robot's actions lead to emotional distress, such as by delivering bad news without empathy, it might be considered harmful. However, programming robots to understand and mitigate emotional harm involves sophisticated artificial intelligence and deep understanding of human emotions, which current technology may not fully achieve.
Indirect Harm: Actions that indirectly cause harm can be particularly challenging to evaluate. For example, a robot tasked with administering medication might follow orders accurately but fail to recognize that a prescribed dosage is harmful due to a patient's unique medical history.
As stated in the Pros section, the hierarchical nature of the Three Laws ensures that human safety is paramount. However, conflicts can still arise between the First and Second Laws. These conflicts highlight the complexities of real-world decision-making:
Conflicting Orders: If a robot receives conflicting commands from different humans, each of which could lead to varying types of harm, the robot must decide which command to prioritize. The biggest violator of the Three Laws may not be the Robot, but us humans making the robot do something against Laws while in-turn following the Laws.

The largest investments were made in autonomous driving companies, with UK-based Wayve raising $1 billion and Massachusetts-based Motional raising $475 million from Hyundai.
MDA Space awarded $1-billion contract for next phases of Canadarm3 robotics system
MDA Space Ltd. has secured a $1 billion contract from the Canadian Space Agency for the Canadarm3 robotics system. The system will be used on Gateway, a space station in lunar orbit as part of NASA's Artemis program. There have been some mishaps along the way, including Jackal running off and crashing into a curb, as well as an incident where it rammed into Mao during an experiment. Robotics Centre plan for former college site is welcomed
Plans for a state-of-the-art robotics center in Keighley have been welcomed. The center will offer high-level skills training and educational opportunities, supporting research and development in emerging technologies. The center’s location has been changed to the former Keighley College site. The project is expected to cost over £8m, and the council will need to provide ten percent of the funding. Efforts are being made to secure private sponsors and alternative delivery models. Keighley's town mayor supports the scheme but has expressed concerns about funding.
